Position:  Operations Manager

Status:  Salaried Exempt- $19.30 - $38.00
Reports to:  General Manager

Summary: Under the general direction of the General Manager, serves as the senior maintenance technician of the facility: supervises full-time lead personal in delivery of services to users of the facility and other duties as assigned by the General Manager.   Manages the custodial, housekeeping, and set-up/tear down programs as well as a maintenance program.  This position plans and coordinates the work of various crews, providing safe, clean environment for facility guests, tenants, and other visitors.  Additionally, this position is responsible in the coordination and recommendation to management of all maintenance of the facility, including the mechanical, electrical and HVAC systems; and management of section budget.

Essential Duties and Responsibilities

Directing, supervising, and scheduling of facility operations, including engineering functions, building and ground maintenance, housekeeping staff, set ups and changeovers, OSHA safety programs, and Public Facility ADA compliance.

 v  Developing and implementing operating procedures that conform to OECC/Weber County standards, are customized to the specific needs of the facility, and are consistent with the goals and objectives of the client, facility and corporation.

 v  Managing subordinate supervisors who oversee employees in various functions.  Responsibilities include:

 Ø  Interviewing, hiring and training employees.

Ø  Planning, assigning and directing work.

Ø  Appraising performance.

Ø  Rewarding/disciplining employees, and working closely with the HR department to address employee complaints and resolve problems.

v  Assisting with the preparation of the annual operating budget for OECC and PET; authorizing the requisition of equipment and supplies within the budget guidelines.

v  Develop analytical based processes to enhance efficiency, inventory, and work flow for the facility.

v  Knowing and ensuring that all laws, codes, ordinances, policies, procedures, risk management guidelines, safety precautions, rules/regulations and emergency procedures are followed; developing programs to train all employees on fire/life safety and emergency procedures.

v  Investigating, analyzing, and resolving operational problems and complaints; conducting periodic staff meetings to discuss procedures, problems, and policy changes.

v  Working closely with General Manager with preparing and negotiating service agreements; reviewing contracts for compliance with event and/or government specifications and suitability for occupancy.

v  Working with senior management to develop strategic plans for addressing clients’ needs, as well as formulating new ideas for increasing guest services, increasing revenue, and/or reducing operating costs.

v  Assist Operations Administrative assistant in developing and implementing preventive maintenance schedules, services, cleanings, emergency procedures, and safety/risk management policies, in compliance with all corporate and governmental regulations.

v  All other duties and responsibilities as assigned.

 Education and/or Experience

Bachelor’s degree in a relatable field, or equivalent experience in management, facilities, and maintenance facility. Experience in Fair Grounds operations, equestrian parks, or in the equine field.   

 Knowledge, Skills, and Abilities

v  Demonstrate thorough knowledge of operational procedures, facility capabilities, industry terminology, and event-related services, as well as technical requirements for the types of events anticipated at the facility. 

v  Demonstrate a thorough understanding of electrical, mechanical, HVAC, and other systems.

 v  Possess skills to assist with budget preparation, purchasing procedures, supervising/training personnel, and building maintenance scheduling systems.

 v  Possess experience with maintaining effective working relationships with clients, employees, exhibitors, patrons, and other individuals/entities encountered in the course of employment.

 v  Organize and prioritize work to meet deadlines.  Work effectively under pressure and/or stringent schedule to produce accurate results.

 v  Possess excellent communication, problem solving and organizational skills.

 v  Possess ability to work flexible hours based on events, including days, evenings, weekends and holidays, as needed.

 v  Must have professional attitude and appearance.

While performing the duties of this job, the employee may be required to work both indoors and outdoors, as required by the function.  The employee must be able to maneuver around the facility or facilities, walk and/or stand up to 8-14 hours daily, and lift 50+ pounds. This position is also exposed to some adverse conditions, such as inclement weather, noise fumes, etc.
